The latter part of your e-mail is predicated on the possibility of reasoned communication leading to logical decision making. In the present circumstances it seems stark raving mad.

Made me look up the word "predicated". To be honest I don't exactly get the meaning. (Apart from your telling someone that they're out of their mind.) I'm sure it's superbly worded, but my English fails. (I understand "The latter part of the e-mail" and "the possibility of reasoned communication leading to logical decision making", but the middle part escapes me.)
