1. Is the government in the habit of posting cash rewards (bounties) for the apprehension of criminals?
2. If such rewards are posted, would police officers arresting the fugitive in question be able to collect the reward?
3. If a police officer saw someone they had probable cause to believe was a fugitive walking down the street, could they arrest them and take them to the police station and hold them for 24 or 48 hours until the paper work (warants and the like) could be completed?
